An open joint is a planting bed

Moss does not root in stone. It roots in the soil that collects in a gap, and a joint that has lost its sand is a narrow, shaded, permanently damp trench running the length of the walkway. Under Kinnelon tree cover that is close to ideal growing conditions.

Filling the joint back to full depth takes the growing space away. Polymeric sand goes in dry and gets worked down until the joint is packed rather than topped off, then activated so it sets firm. There is no soil left for next season's spore to land in.
